There were plans for it I think but I think it would likely be a whitewash for PC vs console. There are probably issues with the PC network vs PS3/Xbox Live networks connecting to one another.
I don't think there is any Steam integration with Xbox although there is with the PS3.

As far as I know only game I can use on PS3 with Steam is Portal 2.... not come across any other games yet

I doubt it would appear on the store. Is Portal 2 available on store? Only thing is, you aren't going to get a Steam store on PS or Xbox consoles, not without some sort of agreement between Sony/MS and Valve. More likely on xbox would you think, given that GFWL appear on Steam?

I thought CS:GO was going to be an online only game. i.e. they aren't doing any hard copy distribution to keep costs down as much as possible (hence the "cheap" game).
Had a go on mw3 at my freinds and he has bought a mouse/keyboard adaptor for his xbox from hong kong. Suprised how well it worked actually, think i will be making a similar purchade

Buying a mouse/keyboard adaptor still won't allow you to relive those flashbacks
