you could reinstall windows using repair function boot from windows cd and follow instructions when it checks for previous versions of windows just install over your current partition. It keeps all your files and programes. But just re-installs all windows drivers and setting etc. I would still back up all your data before doing it though.
Just a thought, it would save you reinstalling everything but chances are it could still not work. Also if you dont have service pack2on your cd then its a fucking nightmare 2hour download and install.

Another thought have you tried windows system restore?

@Skeletor: I tried it, didn't help either. :?
And yes, I have a Dell.

@Vambo: Yes I tried the windows system restore. That was one of the things Steam itself listed. It didn't help.

I think even steam doesn't know what really causes this problem. It seems to happen to more people and no side gives a definitive solution for the problem. Some blame it on the video-card, memory, overheating or 3th party programms. But I don't think anyone has found the real cause yet, including steam. They have a whole list of things to do, but nothing of them worked so far.

I think I will have to reinstall windows. We do have an external harddrive, hope I can use it. (It's actually one for my father's laptop.)

It is good to reinstall Windows every 2 or 3 months anyway to keep the crap off.
