In the past i have had people close to "joining" but when i told them they had to come to the site, sign up, fill in application form they kinda just fucked it off,

Tell them we are recruting and then tell them to visit site, they will have to come on forum in order to fill out an appy in any case. Tell them to put your whoever it was that recruited them on the bottom of appy. Once they have filled it in ill give em the nod or das boot, init. No under 16's full stop and try and get afew semi skilled peeps in.
